César Silva has a master’s degree in mining engineering but his professional background was always related to computer science. He co-founded WireMaze back in 2001, which is Portugal’s market leader in local administration eGovernment solutions.
His work on participatory democracy has been a passion since 2010, as well as his wife, 2 kids, and karate. Co-founded ChangeTomorrow in 2014 to dedicate himself to this area. “Positive impact in citizen’s life” and “active citizenship” are key concepts in his work. 35 million euros in public money distributed between 2010 and 2017, and hundreds of thousands of citizens engaged in co-decisional processes are his biggest professional pride. He dreams to help citizens be a part of the solution.

Why do you believe innovations in participatory democracy are important?

Getting traction and adapting to modern society needs require innovative solutions. Most of the old solutions have been tried and failed. Society is eager for something that adapts to their needs of connection, significance, contribution, growth, certainty, variety.
