Victor Lutenco

Humphrey Fellow, University of Minnesota

Mr. Lutenco is a former member of the City Council of Chisinau, capital of Moldova. In this position, he has launched the wide consultation process to develop and adopt a Participatory Budgeting mechanism. Mr. Lutenco has successfully implemented PB in Chisinau starting in July 2017. The process involved over 30,000 people, produced 52 projects and encouraged citizens to contribute 25% of the projects’ budgets in co-financing. Victor had also encouraged and guided 2 multi-million private-public partnerships which re-built 3 educational institutions in Chisinau.
Mr. Lutenco is currently a Fulbright/Humphrey Fellow at the University of Minnesota in Minneapolis where he is pursuing graduate studies in public policy. He also has 12 years of experience in managing complex social programs while working with governments agencies, non-profits and international organizations.

 

Why do you believe innovations in participatory democracy are important?

New approaches in participatory democracy adapt local administration to increasingly dynamic world with its new high requirements and standards for accountability and efficiency.

 

What do you hope to see at the 2018 Innovations in Participatory Democracy Conference?

I am looking forward to finding out advanced practices for implementation of PB in different cities, regions and countries. I am particularly interested in various forms that PB took in US and how cities are managing to constantly upgrade the mechanism.
